The answer to your question depends what your concerns are. If it’s sperm getting somewhere it’s not supposed to be, something as simple as a quick rinse with water will kill any sperm. (Soap and hand sanitizer also kill sperm very quickly.) If you’re just trying to give your hands a thorough cleanse to kill most germs, stick with the usual 20 second scrub (sing happy birthday twice).)
